Kibumba Moses

Board Member 

Mr. Moses Kibumba brings over 21 years of experience in tax administration, revenue mobilization, and corporate governance. A former Manager at the Uganda Revenue Authority (URA), he led initiatives in petroleum taxation, audit strategy, and EAC tax policy harmonization. He is an expert in transfer pricing, risk-based auditing, and taxpayer compliance.

Since joining the private sector in 2014, he has served as a Non-Executive Director at ABC Capital Bank and Luuka Plastics Ltd, where he chairs Audit and Finance committees. He is also the founder of Bulanga Business Grounds Ltd, a consultancy firm providing tax advisory and business restructuring services.

Mr. Kibumba is certified in Anti-Money Laundering (AML), Corporate Governance, and EAC Tax Harmonization, with credentials from ATAF, OECD, and GIZ. He has authored influential policy papers on SME taxation and petroleum revenue management.

He is also passionate about sports, having served as Vice Chairman of URA Football Club and contributed to national football through FUFA’s Marketing Committee.
